   Last week the US Navy awarded initial CANES contracts to Northrop Grumman and Lockheed Martin. Navy officials place the contract values at $775M for Northrop and $937M for Lockheed. As the key development program for afloat information technology infrastructures, this program represents the Navy's next-generation command and control, integrating servers, workstations, and networking systems to the Global Information Grid.

   As I wrote in "CANES and the CLOUD", CANES can be seen as the Navy’s transition to virtualization, SOA and cloud computing.The Navy's CIO, Robert Carey, Carey has suggested that cloud computing seems to be a logical step forward to make computing more effective and efficient, and that both NGEN and CANES programs would leverage cloud computing. He also has described a future of “grey clouds” on each ship. Carey has, in fact, consistently presented a view that the Navy must take advantage of this transformational opportunity to leverage its computing assets as part of NNE 2016. While recognizing that the Navy’s ships at sea and Marine war fighting units present challenges unique to the naval service, he views most garrison environments as prime candidates to test cloud computing. Citing CANES as a representational step towards his goals, he has outlined parallel paths of defining where the cloud computing model is applicable, and defining a business case to develop new applications within this new cloud model.

    Since the Navy's Space and Naval System's Command (SPAWAR) is actively evaluating where and how cloud computing can be best applied and the Navy's CIO seems to be a strong proponent of moving in this direction, Northrop and Lockheed seem poised to be major players in the Defense Department's transition to the cloud.

Hospitals and Physicians Can Receive Billions in Subsidies With Meaningful Use of EMRs

Under the American Recovery and Reinvestment Act (ARRA) hospitals and physicians can receive $19 billion in subsidies over five years for making "meaningful use" of certified Electronic Medical Record (EMR) systems. Under the Stage 1 draft guidelines published in the Federal Register on Jan 13, 2010, "meaningful use" involves 22 transactional standards and a security standard, referred to as "item 23." Item 23 requires that hospitals and Eligible Professionals "Conduct or review a security risk analysis per 45 CFR 164.308(a) (1) and implement security updates as necessary." Stage 3 compliance, required in 2015, is expected to require full compliance with the HIPAA Security Rule to continue to receive funds. Compliance with the transactional standards is available from a variety of EMR vendors but few, if any, offer qualifying risk assessment services, much less full HIPAA Security Rule compliance.

Last week’s “Meeting the Open Government Directive” (OGD) conference hosted by GovDelivery (new owners of the popular GovLoop.com public/private social media forum) showcased a number of very important, relevant initiatives and ideas to help Federal Agencies comply with this important White House mandate. The directive comes from a memorandum signed by President Obama on his very first day in office, to all federal agencies directing them to break down barriers to transparency, participation, and collaboration between the federal government and the people it is to serve. Most agencies have already started their compliance initiatives, creating “Open Government” pages (for example at DHS) to highlight shared data sources and programs, and all agencies are required to present their holistic strategies (i.e. their “Open Government Plan”) by April 7th of this year. Ideas from the public regarding how agencies should approach their Open Government Plans are currently being accepted through March 19th, 2010, at specific agency pages under Ideascale.com – this “citizen engagement tool” and crowdsourcing online social media service was wisely implemented as a single program investment and IT infrastructure under GSA, shared across all agencies.
